Indonesian energy crisis

Background

Indonesia's energy demand is kept increasing, while the supply is declining due to late supply of coal and aging power plant.  To reduce the demand, the PLN (State Electricity Company) decided to make a new pricing scheme, that will increase the energy bill for new factories and house by significant of amount compared to the previous price.

Mr President, please help me to solve this problem.
