Jakarta Flood

Background

Jakarta has been plagued with annual flood since 1996, and every year the flood is getting severe.  It was estimated that Jakarta will covered with water in 2050's.

It might not be able to stop the flood totally, but it will certainly help.

First I need to build a task force to clean up the sewers systems.  Where do we get the force?  It is the same to country with military service, e.g. Singapore or South Korea.  They ask their young adults to enter military services and train like soldier do.

In my case, I will obligate the jobless to do this in three years of service, in this case the cleaning service.  They will be put in camp and trained to clean the sewers.  I will assign a commander to ensure that they will do the jobs well.

The implementation will follow military service like on the other countries, the participants will get incentives or may be salary.  However if the worker is run away from the service, he/she will get the same consequences as the military service personnel get.

I believe this will help to clean Jakarta's river and sewer system, so the next monsoon flood will not be as severe as before.
